Empowering Communities

Community Services Block Grant TOPS Program

Transition Out of Poverty (TOP) is a case management program designed to help families and individuals achieve self-sufficiency with support for education and other expenses while being committed to changing the course of their lives.  TOP offers individuals and families a custom path out of poverty.  This transformative service helps individuals and families to develop a long-term plan to overcome obstacles that keeps them from achieving their dreams.  TOP can offer the help and hope needed to bring about transformation.

Required Documentation
The documentation requested to capture household demographics include photo identification, Social Security cards or numbers for each family member, and proof of income 30 days prior to appointment date (for each household member 18 years or older).

Letter of Gratitude

I'm Josiah Standley and I'm very thankful for Tri County and their assistance with barber school , I would like to give a special thanks to my case worker Mrs. Pearlie Nash. Throughout my journey, I kept Mrs. Pearlie Nash updated on my barber progress as she frequently checked on me to make sure I had everything I needed in order to be successful, such as providing assistance with gas cards, and words of encouragement to push me through. Thanks to her and the rest of the Tri-County staff I am steps closer to pursuing my barber career and on track to carry out my aspirations of owning a shop one day.
